Have we been having an abuse problem or something? If so then perhaps we should limit it to admin+. Not as if it matters anyhow... We have more admins than mods.

Moderators have had SocialSpy for as long as I know it, although maybe you can offer them a decision: If they want SocialSpy they must join Anarchists. But, Helpers should not have a decision for SocialSpy, I think they aren't allowed to have it.
